Adams_tom_official_rgb.jpg Executive Director, Energy Probe

Tom Adams is Executive Director of Energy Probe, a charitable organization that promotes resource conservation, environmental sustainability, democratic decision-making processes, and economic efficiency for Canada's energy sectors. He also works for the consulting firm Borealis Energy Research Association. In the period 1998-1999 he was appointed by the Ontario Government to the Ontario Market Design Committee, charged with developing the initial rules for Ontario's new competition-oriented electricity market. He was then appointed as an independent director of Ontario's Independent Electricity Market Operator, responsible for coordinating the operation of Ontario's power system, and served from 1999 until 2001. Mr. Adams is a founding member of the Environmental Bureau of Investigation, a citizen-based organization dedicated to investigating and prosecuting pollution crimes. He is also a director of REAP-Canada, an independent scientific research, consulting and international development organization committed to creating ecological solutions for energy, fibre and food production challenges. Mr. Adams specializes in environmental and economic analysis of the electricity and natural gas sectors. His research interests include competition and privatization options for electric power utilities, nuclear safety issues, efficient conservation and renewable energy policies, incentive regulation for water, gas and electricity monopolies, and expansion of natural gas deregulation.

Angemeer_Michael_rgb.jpg Chair, Electricity Distributors' Association

Michael Angemeer is the Chair of the Electricity Distributors Association (EDA) and President and CEO of Veridian Corporation. Mr. Angemeer is a leader with over 20 years of experience in the energy industry, where he has advocated for positive change for the electricity system, local distribution companies (LDCs), customers and shareholders. He has served on a number of Government, Ontario Energy Board and EDA Task Forces and Committees and is also Chair of the Durham Strategic Energy Alliance. Mr. Angemeer has a Bachelor of Applied Science in Electrical Engineering with Management Science from the University of Waterloo and became a Professional Engineer in 1988. He has been a member of EDA, MEA, I.E.E.E., and the American Society for Quality associations and committees. He has authored a number of publications and given a number of presentations to industry groups.

Ian Baines is a Consulting Engineer who has been both a developer and designer of renewable projects since 1989. He served on the APPRO board from 1990 until 1996 and from then on with the Policy Advisory Council on Energy, and is currently a Director and Chairman of the Ontario Waterpower Association. Ian has designed and built nine independent power plants in Ontario and acted as consultant on several others. He is founder and President of Canadian Renewable Energy Corporation, which later became part of Canadian Hydro Developers. He is responsible for all of CREC’s projects including the 200 MW Wolfe Island Wind, 20 MW Island Falls hydro and 3 MW Misema River hydro. Ian is currently providing direction to Barrington Wind Energy of Halifax as Vice President and Director. Barrington has a 20 MW wind project near Kincardine that is ready to go when standard offer contracts are announced, and has partnered with two major Quebec firms for its finance and operation. Also, founder and Director of Horizon Hydro. Horizon has a 6 MW project in B.C. and a 4 MW hydro site at Bala, ON under development. Major interest is in promoting the necessary political and technical support needed to see wind and water power a major reality in Ontario. After seventeen years in the business, and thirty-two as an Engineer, eventually I will get it right.

Linda Bertoldi is a partner in the Toronto office of Borden Ladner Gervais LLP and is Chair of the National Electricity Markets Group and Co-chair of the Energy Markets and Infrastructure Group in Toronto. Linda was called to the Ontario Bar in 1976 and has a B.A. and LL.B. from the University of Toronto. She was recognized by Lexpert Magazine and the National Post as one of the top 25 women lawyers in Canada in September, 2003. Linda was named one of the top 500 lawyers in Canada by Lexpert Magazine for 2002, 2003, 2004 and 2005 because of her expertise in the energy field. Linda Bertoldi has been a corporate lawyer throughout her career and has been involved in major corporate and securities transactions, financings and mergers and acquisitions. Linda has represented clients in the electricity sector since 1987 and has been intensively involved in all aspects of Ontario’s electricity restructuring since the enactment of the Energy Competition Act in 1998. Areas of Practice include: Advised clients since 1987 concerning all aspects of electric power project development with technologies including natural gas, wind, hydro-electric, biomass and cogeneration; structuring transactions, contract design, risk assessment, project finance, regulatory issues, power purchase and energy sales agreements, tolling agreements, non-utility generation contracts, construction contracts, operations and maintenance agreements; Advises major electricity consumers in Ontario on their energy needs including regulatory requirements, requirements under the Market Rules relating to market participation and energy procurement strategies and contract arrangements; Provides ongoing advice during the operations phase of electricity projects on areas such as procurement, operations, maintenance and finance; Advises on district energy projects including transaction structure, financing and energy services agreements; Advises on landfill gas projects including transaction structure, key contracts and financing arrangements.

Bowden_David_rgb.jpg Senior VP of Business Services, Direct Energy

David Bowden is the Senior VP of Business Services for Direct Energy, providers of Gas, Electricity, Heating and Air-conditioning services to millions of homeowners and businesses across North America. Prior to this, David led our residential and small commercial energy and services businesses in Canada East. David has more than 20 years of experience in a variety of Consumer and Business management roles. He began his Engineering career at General Motors of Canada in prototype new vehicle development and Assembly/Manufacturing. He then spent 12 years at Warner Lambert International in Canada, the US, Europe and South America in Engineering, Marketing and Sales Management roles (and speaks several languages as a result.) David moved to Bata as VP International Branded Programs, worked at Canada Post on a two-year initiative to prepare for privatization under deregulation and worked in Havana for Interbrew/Labatt as general manager of the largest brewery in Cuba. David founded Empori.com, growing the company to 125 employees and 40,000 customers in less than two years and immediately prior to joining Direct Energy spent three years with Sprint Canada as President of Consumer Services with a mandate to profitably grow the local residential business as well as launch Residential Wireless and VoIP products.

Paul Bradley was appointed Vice President, Generation Development at the Ontario Power Authority (OPA) in June 2005. He is responsible for procuring investment in new electricity generation and demand management activities in Ontario. In addition, his group administers contracts with the selected suppliers. Mr. Bradley has 20 years of experience in financing and developing independent power projects and transacting in deregulating energy markets. His eight-year involvement in Ontario’s electricity industry includes advising government ministries and agencies on the 1999 restructuring of the electricity market, ownership options for Ontario Hydro’s successor companies, and best practices for financing new power generation. In 2003, Mr. Bradley served as Co-advisor to the Ontario Power Generation Review Committee, chaired by the Honourable John Manley. Prior to joining the OPA, Mr. Bradley was founder and managing director of PJB Energy Solutions, a financial advisory and direct investment company dedicated to the Ontario electricity sector, including renewable resources and technologies promoting responsible energy usage. He concurrently served as the Financial Services industry representative to the Technical Panel of the Independent Electricity System Operator. Previously, Mr. Bradley was an Executive Director for the Power and Utilities group of the investment bank CIBC World Markets. He also worked for eight years in the U.S. and Asia for Duke Energy Corporation, where he was Director of Finance and Project Director for Duke’s Independent Power subsidiary, with supplementary roles in treasury, risk management, and mergers and acquisitions. Mr. Bradley is a Certified Public Accountant (inactive) and has a Bachelor’s degree from Boston College magna cum laude.

Mr. Brett is a partner in Gowlings' Toronto office and serves as vice-chairman of the firm's Energy Group. He specializes in both the regulatory and transactional aspects of energy law. On the regulatory side, he has served as a member of the Advisory Committee to the Chair of the Ontario Energy Board. He has represented gas pipelines, gas producers and marketers and independent power producers before the National Energy Board of Canada in both facilities and rates applications. He has represented natural gas consumers, gas marketers and producers, energy services companies and independent power producers, at Ontario Energy Board and Manitoba Public Utility Board hearings, in both rate cases (including a number of Performance Based Ratemaking cases) and a series of policy-related hearings over the last 15 years which have resulted in restructuring of the natural gas industry in Ontario. More recently he has advised and/or represented independent power producers, electricity distributors and large industrial electricity customers in the Hydro One transmission rates case, electricity distribution rates cases and policy cases related to the restructuring of the Ontario electricity markets. He has acted for several LDCs involved in acquisitions, divestitures, and mergers in Ontario. He has acted in numerous matters on behalf of the Ontario Power Authority.

David Butters is President of APPrO. He comes to APPrO from Hill & Knowlton in Toronto, where he was Vice President, Public Affairs, and Director of their Canadian Energy Asset Group. He has been active in the sector as Secretariat to the Stakeholders Alliance for Competition and Customer Choice. His professional background also includes work for Bruce Power, TransAlta, AECL, Fortis, Toronto Hydro, the Association of Major Power Consumers in Ontario, and as Chief of Staff to a federal cabinet minister. Mr. Butters also has an extensive background in advertising and marketing communications.

Jan Carr was appointed as Chief Executive Officer of the Ontario Power Authority (OPA) in January 2005. Dr. Carr has more than 30 years of experience in the electricity sector as a professional engineer, holding senior positions in the design and planning of electricity transmission and distribution systems. He has worked on projects in many parts of the world, including Asia, Africa, Central America and the Caribbean. He has been a consultant to utilities, governments and other stakeholders on the financial, business, strategic and policy aspects of the electric power industry. Prior to joining the OPA, Dr. Carr was Vice Chair of the Ontario Energy Board. He has served as a Commissioner and Chairman of the Niagara-on-the-Lake Hydro Electric Commission and he served the Municipal Electric Association (now the Electricity Distributors’ Association) both as a District Chairman and as a member of the Board of Directors. He has also served on the Board of Directors of both a publicly traded generation company and a privately held infrastructure investment fund. He was a member of the Advisory Committee on Competition in Ontario’s Electricity System (the Macdonald Committee) and Chairman of the Electricity Task Force of the Toronto Board of Trade. The OPA is responsible for ensuring an adequate, long-term supply of electricity for Ontario.

Charlebois_Pierre_Oct2006_rgb.jpg Executive Vice President and Chief Nuclear Officer, OPG

Pierre Charlebois is the Executive Vice President and Chief Nuclear Officer at Ontario Power Generation Inc. He was appointed to his current position in June 2005 and is responsible for overseeing the nuclear generation business at OPG. From December 2003 until his current appointment, he was Acting Chief Nuclear Officer. From October 2002 to December 2003, Pierre Charlebois held the position of Nuclear Chief Operating Officer and Chief Nuclear Engineer responsible for design, modifications, training, radiation protection, security and other facility support services. He was also responsible for the oversight of the day to day operations at Pickering and Darlington. From September 1999 to October 2002, Pierre held the position of Senior Vice President, Technical Services and Chief Nuclear Engineer, Nuclear Operations Support and Services. In this position he was responsible for managing the Engineering, Nuclear Analysis and Inspection Divisions. These divisions provide common standards, procedures, services and inspection programs to the two OPG nuclear generating plants. Pierre Charlebois was formerly Director, Station Engineering Support from 1998 to September 1999. He has extensive technical, operational and management experience in the operation of CANDU power plants. From 1996 to 1998, Pierre Charlebois formed a consulting company providing management and technical services. He conducted a study of the different approaches to plant life cycle management and assisted Atomic Energy of Canada Limited (AECL) in developing a program for CANDU 6. Pierre Charlebois held a number of senior management positions at the Pickering Nuclear Division from 1989 to 1996, including Technical Manager, Production Manager and Plant Director.

Jason Chee-Aloy joined the Ontario Power Authority (OPA) in August 2005. He is responsible for the procurement and negotiation of contracts for electricity supply and demand resources to enhance the reliability of Ontario’s power system. Investment of approximately $70 billion in resources is anticipated over the next 20 years. Prior to joining the OPA, Mr. Chee-Aloy worked for Ontario’s Independent Electricity System Operator (IESO) from November 1999 to July 2005. He has been closely involved with the restructuring and evolution of the Ontario electricity market. He was responsible for the project management to design and develop short-term and long-term resource adequacy mechanisms. Mr. Chee-Aloy was the Chair of the IESO’s Long Term Resource Adequacy Working Group. Among his prior responsibilities at the IESO, Mr. Chee-Aloy was responsible for the development of the organisation, structure and business practices of the Market Assessment and Compliance Division, prior to market start. He has also worked as an Economist, in both the public and private sector, analysing competitive electricity and natural gas markets. Mr. Chee-Aloy holds an M.A. in Economics and graduated from the University of Toronto.

Edith Chin joined Enbridge Gas Distribution in 2000, and is currently Manager, Distributed Energy, responsible for gas service to all gas-fired generators in Enbridge’s franchise. Prior to joining Enbridge, Edith spent most of her career in the manufacturing industry, in engineering, marketing, and energy management. Edith has a Bachelor of Science degree from the University of Western Ontario, a Masters degree in Science (Quantum Mechanics) from the University of Waterloo and studied at the London School of Economics in the U.K.

Barry Chuddy is Executive Vice President, Business Development and Marketing of Enersource Hydro Mississauga Services, covering all non-regulated businesses within Enersource Corporation, a diversified energy company with revenues exceeding ½ billion dollars annually, and distributing electricity to over 180,000 Mississauga customers. After leaving Emera in Nova Scotia in 2003, Barry took on this new role at Enersource, after working on a consultative basis supporting the Corporations many new initiatives related to emerging markets in distributed generation, demand side management, and green power. Barry is now fully responsible for these initiatives and expansion within each of the Corporation’s various affiliate businesses. Barry Chuddy has two decades of electricity industry experience, holding senior positions in TransAlta and Emera and working throughout Canada and the U.S. Northeast focusing on electrical generation development, acquisition and optimization. While working with TransAlta in Ontario, Barry led the development of their Ottawa, Windsor, Sarnia and Mississauga co-generation projects. His international business development work has taken him to jurisdictions such as India, Columbia and Puerto Rico. Barry oversaw a number of TransAlta’s development activities worldwide while he took on other areas of increasing responsibility after relocating to the Company’s head office in Calgary in 2000. Active in regulatory and industry affairs issues, Mr. Chuddy is a past board member of the Independent Power Producers Society of Ontario, and a past board member of the Maine Yankee nuclear station. He is also formerly a member of the inaugural board of directors of Ontario’s Independent Electricity Market Operator, having served for over 4 years, and also Chairing that Board’s audit committee.

Ron Clark is a partner with Aird & Berlis LLP and a member of the firm’s Corporate/Commercial and Energy Groups. Ron’s energy practice has involved advising distributors, retailers, lenders, generators and service providers on corporate and commercial arrangements, mergers and acquisitions, regulatory compliance, and legislative and policy matters relating to electricity markets. Ron has advised on generation and cogeneration projects, including project development, power purchase arrangements, designing and responding to RFPs, corporate structures, regulatory aspects and connection arrangements. He has previously been involved in electricity restructuring in Albania, Macedonia and the Regional Southeast European market. He also chaired the Ontario Electricity Association Task Force on Ontario’s proposed electricity legislation. Ron is the author of numerous articles which have appeared in publications such as The Globe and Mail, Municipal World, and Electricity Today. He appears regularly on television and at industry conferences to speak on energy matters. Ron received his Bachelor of Laws from Osoode Hall Law School and his Master of Laws from New York University. He is called to the New York and Ontario bars.

Derek Cowbourne was appointed Vice President - Market & System Operations and Chief Operating Officer effective October 11, 2006. Derek has been with the Independent Electricity System Operator (IESO) from its formation as the Independent Market Operator in 1999, previously holding the positions of Chief Operating Officer, Vice-President - Market Services and Vice-President - Reliability Assurance. Derek has chaired Ontario’s Market Advisory Council and the IESO’s Technical Panel. He is a Past-Chairman of the North American Electric Reliability Council’s (NERC) Operating Committee, which oversees the reliable operation of the power systems of Canada and the United States. Derek is a graduate of Manchester University (UK), a Fellow of the Institution of Engineering and Technology, and a member of the Professional Engineers of Ontario. He is a member of the Institute of Corporate Directors and a graduate of the ICD/Rotman Directors Education Program.

Mr. Cramer is Vice President, Development for Sithe Global Power, LLC and is responsible for the company’s development activities in Ontario, including the 875 MW gas-fired Goreway Station currently under construction in Brampton, Ontario as well as the proposed 800 MW Southdown Station in Mississauga. Together these projects represent an investment of approximately C$2 billion. In conjunction with these development activities, Mr. Cramer has become actively engaged in the dialogue regarding Ontario’s energy policy and in the evolution of its competitive electricity market, as well as the specifics of developing large gas-fired power projects in Ontario. Mr. Cramer has nearly 25 years of engineering, commercial and finance experience. Prior to joining Sithe Energies, Inc. in late 1999, Mr. Cramer spent four years working in Southeast Asia, during which time he successfully developed two 120 megawatt cogeneration projects in Thailand, in operation since early 1999. Technical credentials include a B.S. in mechanical engineering from Syracuse University, over 8 years experience designing power, infrastructure and industrial facilities and several years experience with the environmental permitting of power facilities. Commercial experience includes a position as Project Manager with Commercial Union Capital Corporation, where he oversaw investments by the company in the development of cogeneration facilities, several years experience as an independent consultant specializing in the development of independent power facilities and a position as Director, Asia-Pacific Project Development for Zurn Industries, Inc.

noimg.gif President & CEO, AIM PowerGen Corporation

Since 2002, Mike has led the development of AIM's pipeline of more than 2000MW of wind power projects across Canada and the development, financing and construction of the 99MW Erie Shores Wind Farm. Active in the energy sector, Mike has been twice elected to the board of directors of the Association of Power Producers of Ontario, is a past co-chair of the Renewable Energy Task Team and was appointed to the Ontario Government's Electricity Conservation and Supply Task Force in 2003. Since AIM's acquisition earlier this year by Renewable Energy Generation of the United Kingdom, AIM's mandate has broadened from bringing its own pipeline of projects to construction to also partnering with other developers in getting their projects financed and constructed. Prior to entering the renewable energy sector, Mike served in a number of senior capacities in the financial services sector.

Jan d’Ailly has 15 years of strategic planning, business development and business management in the power industry at General Electric Power Systems Group, Glegg Water Conditioning and Babcock and Wilcox. He has BA Honours Economics, from McGill University and an MBA 1987 The Richard Ivey School of Business. In addition to his work at EOG, he is an elected City Councillor at the City of Waterloo, where he chairs the Finance and Strategic Planning Committee. Jan is currently CEO of OEG, Organic Energy Gasification, a company which specializes in small scale gasification technology.

John Dalton is a Director in Navigant Consulting’s energy practice focusing on electricity market assessment and analysis and typically leads the firm’s Canadian electricity market price forecasting assignments. He has advised numerous clients on a wide range of competitive bidding issues including the opportunities offered by participating in the Ontario Ministry of Energy’s Renewable Energy Supply and Clean Energy Supply RFPs. He advised the Ontario Power Authority (OPA) on its CHP RFP and on the pricing, eligibility and contract terms for the standard offer program. John was a principal author for several studies of barriers to transmission investment conducted on behalf of Natural Resources Canada. John combines a strong understanding of wholesale power market fundamentals with a broad economic and energy policy background. He is frequently asked to speak on generation project development opportunities and wholesale market risks and is one of the principal authors of Navigant Consulting’s Ontario Wholesale Power Market Assessment Report. He has developed Ontario generation strategies for a number of Canadian and U.S. clients. He has advised several clients that were interested in acquiring Ontario wind projects and has identified acquisition candidates and assessed their respective competitive strengths. He has a B.A. in Economics from Brown University and an M.B.A from Boston University.

Scott Dodd joined Enbridge in June 1998 as Manager of Financial Studies, Enbridge Gas Distribution Inc. He has subsequently held a variety of roles in the Company and managed several major transactions/initiatives including the purchase various pipeline interests. In 2003, Scott moved to Calgary to become Director of Corporate Business Development. Scott moved to the Director of Planning and Economics in 2004, and managed the Strategic Planning process and valuation of greenfield and acquisition opportunities. In May 2005, Scott moved to Toronto to head up Enbridge’s Ontario wind project. Scott has Bachelor of Economics, Honours Bachelor of Business Administration, and Master of Business Administration, degrees from the University of Western Ontario. He is also a Chartered Financial Analyst (CFA) charterholder.

Deborah has been the Executive Director of the Ontario Sustainable Energy Association for 6 years. Previously she was one of the Project Manager's for the Toronto Renewable Energy co-operative's "WindShare" project which develop a co-operatively owned wind turbine at Exhibition Place on Toronto's waterfront in partnership with Toronto Hydro. Deborah holds two master's degrees, one in Environmental Planning, the other in Legal Studies. In the past 2 years, OSEA has received three awards: The Ontario Trillium Foundations "Great Grants" Award; The Canadian Solar Industries Association's "Solar Advocate of the Year" Award; and the Canadian Wind Energy Association's "Recognition" Award for Exceptional Achievement and Group Leadership.

The Hon. Dwight Duncan was first elected as a Member of Provincial Parliament in June 1995, and was re-elected two more consecutive terms to serve the residents of Windsor-St. Clair. A respected member of the legislature, Minister Duncan has been appointed by the Premier to serve as Minister of Energy and Chair of Cabinet. In addition to holding the Energy portfolio from 2003-2005, Minister Duncan has previously served as Minister of Finance and Chair of Management Board of Cabinet, as well as Government House Leader. As Minister of Energy, Minister Duncan has brought meaningful change to Ontario's electricity sector. His goals are directed towards fostering a culture of conservation, while ensuring a reliable, sustainable, diverse and affordable supply of power for the province. A lifelong resident of Windsor, from 1987 to 1995 Minister Duncan served as an Administrator at Brentwood Recovery Centre, Canada's largest alcohol and drug recovery centre. He sat on Windsor City Council from 1988 to 1994 and has also served on the staffs of the Hon. Herb Gray, former Deputy Prime Minister, and former Ontario Labour Minister Bill Wrye. A graduate of McGill University and the University of Windsor, Minister Duncan has degrees in economics and commerce, as well as a Master of Business Administration.

Murray J. Elston was appointed President of the Canadian Nuclear Association on January 5, 2004, having served as President of Canada’s Research-Based Pharmaceutical Companies since November 1, 1998. From January to October 1998, he was a member of the Energreen Solutions Group and, from 1994 to 1997, served as President of the Ontario Interlink Industrial Park. From 1981 to 1994, Mr. Elston was a member of the Ontario legislature, where he held a number of positions, including Minister of Health, Chairman of the Management Board, Minister of Financial Institutions and Chairman of the Public Accounts Committee. Mr. Elston is a graduate of the University of Western Ontario and holds bachelor’s degrees in arts and in law. Prior to his election to the Ontario legislature, he practised law in Bruce County, Ontario. Mr. Elston is Chair of the Walkerton Clean Water Centre and Past Chair of the Board of Directors of the University of Ottawa Institute of Mental Health Research. He also serves on the boards of the Canadian Nurses Foundation and Hydro One.

Sky Generation Inc. was founded by Glen Estill, President and CEO. Glen began researching the wind business in July 2000, by attending the conferences of the Canadian and American Wind Energy Associations (CanWEA and AWEA), and by traveling to Denmark to talk to wind turbine owners and manufacturers. Sky Generation erected a 1.8 MW wind turbine on the Bruce Peninsula in November of 2002. The project will be expanded to 3 turbines in late 2006. Glen was an active participant on the Ontario Wind Power Task Force, which made a series of policy recommendations to the Provincial Government. Glen is the past President of CanWEA, and an active member of the CanWEA Ontario caucus, and government relations committee. Glen was co-founder of EMJ Data Systems Ltd. a computer wholesaler that went public on the TSE in 1994. Glen also serves on the Board of a large wind developer, Ventus Energy.

Peter Fournier is President of the Industrial Gas Users Association, located in Ottawa. He joined IGUA in May 1997, as Executive Director of IGUA, and became its President in January 1999. Peter is responsible for making policy recommendations on the positions IGUA takes in respect of regulatory proceedings before the Régie de l’Énergie involving Gaz Métropolitain and Gazifère Inc.; before the Ontario Energie Board involving Enbridge Gas Distribution and Union Gas Limited; and before the National Energy Board concerning TransCanada PipeLines Limited and Gazoduc TransQuébec & Maritimes Inc. He also represents IGUA in consultative processes involving the LDCs and pipelines serving IGUA members. Prior to joining IGUA, Peter provided regulatory consulting services to J. Makowski (Canada) Ltd., and to its successor organization U.S. Generating (Canada) Ltd., from June 1995 to May 1997. Previously, he spent 15 years at the Canadian Petroleum Association as Manager, Regulatory Affairs, and with the CPA’s successor organization, the Canadian Association of Petroleum Producers, as Manager, Canadian Gas. Peter’s regulatory experience began in 1970, when he joined the National Energy Board, and from 1975 to February 1981 was the Assistant Director, Gas Branch.Peter joined the NEB after spending 10 years as a commissioned officer in the Canadian Army.

Initially Richard worked on one of the privatization teams for British Energy before moving into Corporate Planning. In 1998, Richard moved into Power and Energy Trading and focused on providing support for British Energy’s North American acquisitions primarily working on price forecasting and negotiating long-term power purchase agreements. Richard was involved in the successful acquisition of both Three Mile Island and Clinton. In 1999 Richard moved to Canada to work on the Bruce Power project as part of the acquisition team and subsequently in the role of Head of Power Sales which he held for four years. In his current role as Vice President, Power Marketing, Richard is responsible for overseeing the sale of output from the Bruce Power generating stations into Ontario’s electricity market. This includes selling the output from into the spot market in addition to marketing forward contracts with major power users, market retailers and wholesalers. He started his electrical career with Ontario Hydro where he gained experience in distribution, human resources, engineering and supervision. Mr. Litschko was then hired as the Operations Supervisor at Chatham Hydro in 1995 and became General Manager of Dunnville Hydro in 1997, where he was also served as Board Director at the Haldimand War Memory Hospital. Two years later he accepted the General Manager position of Bracebridge Hydro and in 2000 became President & Chief Executive Officer of Lakeland Holding and its subsidiary companies Lakeland Power, Bracebridge Generation and Lakeland Energy, and successfully merged municipal electricity assets from Bracebridge, Burk’s Falls, Huntsville, Magnetawan, and Sundridge. Over the past 6 years Mr. Litschko has lead the growth of Lakeland Holding through automation, acquisition and expansion. He currently sits on the Board of International Food Products.

Sam Mantenuto is Chief Operating Officer and member of the Executive Office of Northland Power. Mr. Mantenuto joined Northland Power in 1998 after 17 years with Ontario Hydro. At Northland, he has been responsible for power plant operations and he most recently leads business development, gas and electricity marketing and engineering. At Ontario Hydro, he held a number of positions in the areas of power system operations, finance, regulatory hearings, executive office and power marketing. He is currently Chairman of the Board for APPrO, the Association for Power Producers of Ontario. Mr. Mantenuto received his Honours degree in Electrical Engineering and his Masters of Business Administration at the University of Toronto.

Mr. McLeese is the founder and President of Access Capital Corp. (“Access”), a Toronto based Financial Advisory firm specializing in the independent power industry. Through Access, Mr. McLeese provides advice to buyers and sellers of alternative energy projects (and companies) and has provided project reviews and rating services for lenders, owners and utilities (from 5 MW to 300 MW). Prior to assuming this new role, Paul was the President of EPCOR Merchant and Capital L.P., responsible for EPCOR’s deregulated marketing and merchant activities. Mr. Moran practises energy and environmental law, focusing primarily on regulatory matters. Mr. Moran provides advice on energy matters to electricity distributors, transmitters and generators. He also advises clients on environmental due diligence issues arising out of transactions and compliance matters. He has acted on behalf of clients before a number of tribunals, including the Ontario Energy Board, the Ontario Environmental Review Tribunal and the Ontario Municipal Board. He has also appeared before every level of court on energy and environmental matters. Prior to joining the firm, Mr. Moran was Board Counsel with the Ontario Energy Board for four years. Paul Murphy was appointed President and Chief Executive Officer of the Independent Electricity System Operator in October 2006. The organization also oversees the IESO-administered wholesale electricity markets. Prior to his appointment as President, Paul was the Chief Operating Officer for the Independent Electricity System Operator since 2000. Paul is past chair of IESO’s Technical Panel; the panel of market participant representatives that recommend market rule changes to the IESO Board. He has worked in the integrated operation of Ontario’s electrical system for over 25 years and in the development and operation of competitive markets for the last ten. Mr. Murphy has been the Vice Chair of NPCC’s Reliability Coordinating Committee and is a Canadian representative of NERC’s Operating Committee and Operating Executive Committee. Paul Murphy has a Bachelor of Applied Science from Queen’s University in Kingston, Ontario and is a registered Professional Engineer in Ontario.

Tony Rockingham is the Assistant Deputy Minister for the Office of Conservation and Strategic Policy at the Ontario Ministry of Energy. He has worked closely with Miller Thomson's corporate and commercial lawyers in the proposed purchases and sales of several electric utilities, as well as in various joint ventures for generation projects. Andrew is familiar with green power, having participated in projects and hearings in which green power issues were central, and having advised clients on green power issues. He has also practised as legal counsel representing clients before various boards including the Ontario Energy Board, where he has participated in numerous electricity costing, pricing and rate proceedings for various clients. Andrew is the author of more than 90 publications and a book. He has been a sessional lecturer at four law schools and, in the Winter 1998 term, was the holder of the Chair of Natural Resources Law at the University of Calgary.

Mr. Rosenkranz is an energy consultant with experience in gas supply planning, contract negotiation, and utility regulation. Mr. Rosenkranz began his career as a market analyst and supply planning consultant to natural gas pipeline and distribution companies, first with H. Zinder & Associates in Washington DC, and later with Planmetrics, Inc. in Chicago. In the early 1990s, Mr. Rosenkranz joined J. Makowski Company, a Boston-based consulting and project development firm, where he provided marketing and project management support for several interstate pipeline and gas storage projects. Following the sale of J. Makowski Company to PG&E, Mr. Rosenkranz became Director of Business Development for PG&E Gas Transmission, with responsibility for gas storage development and midstream investments, including PG&E’s ownership interests in the Iroquois and Portland pipelines. Mr. Rosenkranz also worked for Calpine Corporation, where he created and implemented gas supply and transportation strategies for large merchant generating plants. Mr. Rosenkranz has participated in pipeline rate cases and other regulatory proceedings. He has submitted testimony at the Federal Energy Regulatory Commission and has appeared as an expert witness before state and provincial regulatory boards. Mr. Rosenkranz studied economics at George Washington University and Northwestern University, where he completed all course and examination requirements for a doctorate in economics.

Mitchell Rothman is currently a Managing Consultant with Navigant Consulting, based in the Toronto office. He has been active in the energy industry for over 20 years, in Canada and internationally. His specialties are electricity market restructuring, electricity market design, policy analysis, regulation, forecasting, environmental economics, and economic analysis of energy markets. He has led advice teams for the New Brunswick Market Design Committee, the Nova Scotia Electricity Marketplace Governance Committee, and the Western Australia Electricity Restructuring Implementation Unit. In Ontario, Mr. Rothman has advised the Ontario Government, the Ontario Power Authority, the Ontario Energy Board and the Ontario Independent Electricity System Operator on issues related to electricity restructuring, and he was a member of the Ontario Market Design Committee. For the Ontario Power Authority, he helped develop the policy for the Standard Offer for renewable energy projects. He has also advised private clients on all aspects of electricity markets. Mr. Rothman has a BA in Economics from Harvard University, and an MS in Industrial Administration (Economics) from Carnegie-Mellon University, where he has also completed the course work for a doctorate.

Amir Shalaby was appointed Vice President Power System Planning at the Ontario Power Authority effective April 1, 2005. He has specific responsibility for the long-term integrated plans for development of Ontarios electricity sector as well as the ongoing assessment of system adequacy on a regional basis. Mr. Shalaby is a Professional Engineer with undergraduate and graduate degrees in Electrical Engineering from the University of Waterloo and a Master of Business Administration degree from the Rotman School of Management at the University of Toronto. His 30-year career in Ontarios electricity industry includes experience in power system operations, power system planning and regulatory affairs at Ontario Hydro and Hydro One. Previous to joining the OPA, Mr. Shalaby was Manager of Regulatory Affairs, since 1999, at the Independent Electricity System Operator (IESO).

Paul Shervill was appointed Ontario’s Vice President of Program Operations & Sector Development, a division of the Ontario Power Authority, in May 2005. At the OPA, Paul is responsible for market development and small power programs including the Standard Offer Program. Paul holds an Honours B.A. and a Master of Engineering (Environmental), from the University of Western Ontario. In joining the OPA, Paul furthers a 30-year career which includes both public and private sector energy industry experience. His public sector career included the Ministry of Environment, the Ministry of Transportation and culminated in the position of Executive Coordinator, Programs and Technology with the Ministry of Energy. In 1990, he joined Union Gas where he had senior responsibility in environmental affairs, business development and marketing for residential, commercial and industrial customers. He has been active in the small business community and served as President of the Chatham and District Chamber of Commerce in 1996/97. He has been a member of many industry task groups and associations, including the Non-Utility Generation Task Force, the Canadian Gas Association’s Standing Committee on Sustainable Growth and the American Gas Association’s Strategic Marketing Committee.

James is a Partner in the Energy Markets and Infrastructure Group in Borden Ladner Gervais LLP’s Toronto office. He was admitted to the Ontario Bar in 1988. He holds an Honours B.A. (Philosophy, 1983 – College of Arts and University Gold Medallist) from the University of Guelph, an LL.B. (1986) from the University of Toronto, and a Diploma in Public Administration (1999) from the University of Western Ontario. James advises electricity distributors, generators and retailers, and industrial and commercial electricity consumers, on a wide range of regulatory matters. He represents clients before the Ontario Energy Board in electricity and natural gas-related proceedings, including applications for rates, OEB code amendments, approvals of sales of electricity distribution utilities and gas storage facilities, and “leave to construct” applications; as well as “generic” proceedings such as the OEB’s Transmission System Code Review. James is the Chair of the Industry Task Force on Distributed Generation, which is participating in the OEB’s proceeding in respect of the development of the 2006 Electricity Distribution Rate Handbook.

Bob Singh is Manager Generation Connections at Hydro One Networks and responsible for studies/assessments as well as customer interface associated with new generation connection to Hydro One’s transmission and distribution systems. Prior to joining Hydro One, Bob worked at Toronto Hydro as Manager Engineering Services, at the former North York Hydro as Manager Standards and at Newfoundland & Labrador Hydro in System Planning and Protection & Control Departments. Bob and his team has been involved in assisting generation proponents with the Ontario Government and Ontario Power Authority initiatives (RFPs) as well as individual generation project announcements to add renewable and clean generation to the province’s supply mix.

2005 APPrO Conference Chair Stephen Somerville is a member of the Probyn & Company team responsible for business development, acquisitions, “Request For Proposals”, and monetizing the "green" attributes of renewable energy facilities owned and/or operated by The Probyn Group and Clean Power Income Fund. Stephen was also recently part of a successful bid team for a 99 MW wind project in Ontario. The Probyn Group is also an Investment Advisor to Renewable Energy Generation Limited (“REG”), a UK based, AIM listed firm, that invests in - on a global basis - wind projects. Stephen has been involved in many aspects of this start up and also involved in the equity investment we made in a 50 MW Polish wind farm. He also is currently part of the REG team seeking other wind project opportunities in the EU Accession countries and in South America. Stephen has extensive experience in all aspects of the independent power industry, including market evaluation, acquisition negotiating, financial modeling, equipment procurement, performance evaluation, asset management, risk mitigation, contracting and government relations. He represents The Probyn Group on the Board of Directors of the Association of Power Producers of Ontario (formerly, IPPSO) and was a participant in the IPPSO Taskforce on Distributed Generation. He is currently a member of the Renewable Generation Committee, and involved in APPrO’s OPA Procurement Policy Working Group and Supply Mix Committee. Stephen was also the 2005 APPrO Conference Chair. Stephen is a member of the Canadian Wind Association (“CanWEA”) and is a member of following CanWEA committees: Tax policy, federal government and Ontario caucus. He is also a member of the European Wind Energy Association (“EWEA”) and a past member of the Solid Waste Association of North America (“SWANA”) – landfill gas division. He also served as a member of the Renewable Portfolio Standard implementation-working group and of the Canadian Electrical Association Taskforce – “Capital Cost Allowances (CCA) Rates For The Electric Power Industry”. He received his Honours degree in Economics from the University of Waterloo and an MBA degree from The University of Toronto.

Sarah Thorne is a founding partner of Decision Partners and President of the company’s Canadian entity, Thorne Butte: Decision Partners, Inc. The company is the world leader in new knowledge and science-based strategies and communications for addressing decision-making and behaviour. In the past several years, much of her work has focused on challenges including: siting linear and stationary facilities; stakeholder engagement on emissions from industrial facilities and the health and environmental impacts; developing public health focused strategic risk communications systems, including pandemic preparedness, water-borne contaminants, municipal drinking water safety, and groundwater contamination. Sarah is a member of the Canadian Standards Association’s Technical Committee on Risk Assessment and Communication, which developed the state-of-the-science Q850 Risk Management Process. She is also a member of the Institute for Risk Research at the University of Waterloo and the Society for Risk Analysis. Sarah was recently appointed to the Board of the Ontario Centres of Excellence – Centre for Energy.

George Vegh is Counsel with the firm’s Energy Group, practicing in the area of energy regulation in Toronto. Mr. Vegh was formerly General Counsel of the Ontario Energy Board (OEB). Prior to joining the OEB, Mr. Vegh led the Toronto energy practice of a Canadian-based international energy law firm. He has advised many of the largest and most profitable gas and electricity players in North America. Mr. Vegh is a leading energy expert and much sought after commentator on energy policy developments in Ontario. He currently acts as an Adjunct Professor in Energy Law and Policy at the University of Toronto, Faculty of Law. While with the OEB, Mr. Vegh established the Office of the General Counsel and had strategic interface with the Ministries of Energy and Environment, Cabinet Office, Premier’s Office, Ontario Power Authority, Ontario Independent Electricity System Operator and major and privately owned energy companies. He previously acted as Chair of the Industry Task Force Session on Distributed Generation and, during the course of his legal career, has served as lead counsel in hearings before the OEB and appellate advocacy at all levels of courts and Tribunals. Mr. Vegh received his LLB from the University of Toronto in 1989 and his LLM from Osgoode Hall Law School in 1996. He was called to the Ontario bar in 1991.

The Honourable Howard I. Wetston, Q.C. was appointed Chair of the Ontario Energy Board on June 30, 2003. Prior to this appointment, he served as Vice-Chair of the Ontario Securities Commission since January 13, 1999. From June 16, 1993 Mr. Wetston was a Judge of the Federal Court of Canada, Trial Division and ex-officio member of the Federal Court of Canada, Appeal Division. From October 1989 to June 1993, Mr. Wetston was the Director of Investigation and Research (DIR) (now Commissioner of Competition), Bureau of Competition Policy. From October 1986, he served as Senior Deputy DIR where he was accountable for the overall direction and management of Mergers and Acquisitions. Previously, Mr. Wetston was in private practice in Ottawa, associated with the firms of Burnet, Duckworth & Palmer (Calgary) and Phillips & Vineberg (Montreal). Before entering private practice, he served as General Counsel to the Canadian Transport Commission and Assistant General Counsel to the National Energy Board and prior to that as General Counsel to the Consumers' Association of Canada and Legal Counsel to the National Energy Board. From 1976 to 1980, he was a member of the Department of Justice as Crown Counsel and previously Crown Counsel in the Nova Scotia Attorney General's Department. Mr. Wetston was educated at Mount Allison University and Dalhousie University. He was appointed Q.C. in 1990 and is a member of the Ontario and Alberta Bars.

Dan Zastawny is Vice-President, Clearing and Compliance for Natural Gas Exchange Inc. (NGX). In this capacity, Dan is primarily responsible for managing the risks of the clearing operations at NGX, which specifically involves quantifying portfolio risks, assessing and returning margin, and scheduling physical natural gas deliveries. Dan has eleven years of experience with NGX. During this time, Dan has held various roles including management of the Technology, Market Operations, Risk Management, and Business Development departments. Dan has lead many of the key projects at NGX, including the acquisition of the current transaction technology system and the redesign of NGX’s clearing model and capital structure. Prior to joining NGX in 1995, Dan attended the University of Calgary.
